Conflict on imports of citrus fruit from Pakistan

Despite the PTA trade agreement (Indonesia-Pakistan Preferential Trade Agreement), Indonesia continues to tax the imports of citrus fruit from Pakistan.
The PTA agreement between the two countries entered into force on January 19, 2013. Despite this provision not to tax any more imports of citrus fruit from Pakistan, Indonesia continues to apply a 20% tariff on imports of Kinnow mandarins from Pakistan.
Indonesia reports the lack of a "Certificate of Origin" from the Pakistani authorities. Pakistani exporters are turning to TDAP (Trade Development Authority Pakistan) to speed up administrative procedures, and to their ambassador in Indonesia. According to their estimates, loss of revenue was 7-8 million dollars if tariffs do not apply, as provided by the PTA.
