Packing facilities will need certified orchard records and matching tax documentation to deduct fruit purchases.
Mexican avocado exporters will face tighter documentation requirements from December 31, 2026, as authorities seek to strengthen traceability and prevent informal trading in the $3.5 billion export chain supplying the United States.
Under measures announced by the Ministry of Agriculture and the Tax Administration Service (SAT), packing companies must purchase export avocados directly from certified orchards and retain electronic tax invoices issued by the registered orchard operator.
New requirements for packers
To qualify for income tax deductions on avocado purchases, packing facilities must:
-Source fruit directly from orchards certified under SENASICA phytosanitary requirements;
-Obtain the corresponding electronic tax invoice (CFDI) from the orchard owner, usufructuary or authorised operator;
-Retain documentation proving compliance with phytosanitary and fiscal regulations.
The measures are intended to limit informal intermediaries and improve oversight of the export supply chain.
Separately, Mexican authorities are incorporating avocado exports into the Labour Certificate for Agroexports (CLA) system, which verifies compliance with employment and social security obligations.
