Citrus growers along the Murray River in north-west Victoria are being told to only keep a small number of their trees alive.
Growers only have access to 5 per cent of their annual water allocation.
New South Wales' Department of Primary Industries Steven Falivene says growers need to start making decisions.
"What we're sort of saying here [is] it's much better to have ... 20 or 30 per cent of your orchard producing a good crop, rather than have the whole of your orchard producing a crop that you can't sell that's poor quality and small size and you get nothing for it," he said.
