New development in the Russian import of Turkish tomatoes

It's a month earlier than advertised. According to the decree published on the web page of the Government of Russia, the importation of tomatoes of Turkish origin can begin from the 1st of November.
According to the decree, tomatoes, in fresh or frozen form, can return to Russia according to the quota authorized by the Russian Ministry of Agriculture.
On the other hand, Russian Deputy Prime Minister Arkadiy Dvorkoviç said that according to December's imports and the market situation, it will be decided whether or not the quota of 50,000 tons will be increased.
Russian Energy Minister Aleksandr Novak said trade between the two countries has increased by 31.4 percent in the last 8 months compared to the same period last year and negotiations are continuing.
On the side of Turkish exporters, the perplexity is at its height. As the boss of the company says, Uçak Kardeşler Gıda, Mr. Ali Uçak, who has been in this sector for 35 years and exported between 350-400 tons per year to Russia, we do not know the conditions of the choice of the 4 companies who are allowed to export tomatoes. Moreover the permitted quantity of 50 000 tons seems ridiculous to them.
